
UPDATE:
Saturday turned out to be a beautiful day with record numbers of people visiting Offutt Air Force Base. 10 volunteers worked at RoRo’s concessions making hot dogs and funnel cakes. It was a long day but well worth it. The Thunderbirds put on a wonderful show.

Treasurer’s Report: Treasurer Janelle Smith provided the following status, as of 31 Mar 16, to the Secretary before the meeting: Great Western Checking Account: $84,468.77; Fidelity Money Market: $23,213.84; Progress on 2016 Fundraising Goal of $55,000: 71.2% (However, when the two $20,000 advance payments and the $2,000 food check for this year’s deployment are added back in, the progress is 147.6%.)
5. Finance Director’s Report: The following items were discussed:

B. Church of Nativity, Burke, VA Designated Offering, 9-10 Jan 2016: On 11 Apr 16, a check for $41,117.17 was received.
C. Bowl-a-thon, Sat, 1:30 PM, 12 Mar 2016, Leopard Lanes: Collection of pledges to date is at $3,608, with one known pledge still outstanding.
D. 2016 Financial Plan: Based on total donations received, we now have raised at 232.8% of the $55,000 goal.
E. Offutt Air Show, 30-31 Jul 16: Major James Lee and Pierre Flatowicz (pflatowicz@gmail.com) are points-of-contact. The only volunteer meeting will be held at 9 AM, Mon, 18 Apr 16, in the Bennie Davis Theatre. The Finance Director and the Secretary are planning to attend this meeting. Pierre indicated that our request of 6 Apr 16, to work on Sat rather Sun, may not be met because the assignments have already been made.

B. Combined Federal Campaign: The 4th (and final) Automatic Quarterly Bank Deposit of $1,385.69 for the 2015 Distribution was received on 23 Mar 16. This payment was $301.68, more than anticipated. The Secretary indicated that the Crew has been approved for the 2016 Indiana, Kentucky, Southwest Ohio CFC Drive by the Cincinnati office, with a CFC No. 61342 (same as 2014). After the Crew’s deployment, the Secretary will send a letter to past CFC donors.
C. VA Connection (Bob Corsi): Bob has provided a list of 20 VA volunteers with an availability chart for Crew volunteers for building of 2 homes. On the Siding Crew, Art Rupenin has be replaced by Seth Machler.

E. Colorado (CO) Connection (Gary Piper): No new developments.
F. Volunteer Recruitment in Bellevue: No new developments.
G. 2016 Deployment (work starts on 2 Jun 16): The Construction Director has ordered the kitchen cabinets and other materials from Lowe’s in Somerset for both houses. The onsite Crew list still stands at 33 volunteers (29 men and 4 women). The Construction Director reserved two rooms at the Baymont Inn in Evansville, IN for the midpoint stopover on 31 May 16, at a cost of $45 per person. The Construction Director reminded Carpool drivers to save their gas receipts to be reimbursed. A possibility of a trailer overload has been reduced by the addition of another pickup to the Carpool Plan to haul 4 sets of 5 X 7 scaffolding for House 2. Asst. Cook Kathi Narlock will now haul the two microwaves with her rental van. The Construction Director has reserved St. Joe’s Inn for the 2017 Deployment, from 31 May to 14 Jun 2017. Siding Crew Leader Gary Piper has decided not purchase two siding nailers. The Construction Director purchased a roofing nailer and palm nailer and was reimbursed a total of $299.92. Asst. Cook Kathi Narlock bought two used, 5 CF, chest freezers for deployment food storage for $90 and was reimbursed by the Head Cook out of the Deployment Food check money. Due to the high cost of a initial catered Wednesday night BBQ meal, the cooks will now provide this meal. The Asst. Cook has purchased the two microwaves from Best Buy for $358.68 and will be reimbursed at the next meeting.
H. 2015 IRS Forms provided to the Treasurer: IRS Form 990-EZ is due on 15 May 16.

C. Bowl-a-thon, Sat, 1:30 PM, 12 Mar 2016, Leopard Lanes: Total pledges received are $3,658, which is a new record amount.
D. 2016 Financial Plan: Based on total donations received, we now have raised at 233.3% of the $55,000 goal.
E. Offutt Air Show, Sat, 30 Jul 16: From the volunteer meeting on 18 Apr 16, the Crew has been assigned to work in RoRo stands on Saturday, which serve lemonade, funnel cakes, hot dogs, fries, nachos, smoothies and tea. Designated volunteer parking is North of the BX. Clothes such as cut-off shorts and open toed shoes are not allowed. We will be wearing Crew shirts and hats (if no hat is worn, a hair net is required). Sign-up time is 7:15 AM at HR Central which is located inside the ramp gate, North of the new fire station. To insure that we get credit for 10 volunteers, it is important that we sign in and out of HR Central. The vendor should release volunteers around 5 PM. Depending on the weather and attendance, payout was projected at $1,500. Kathi Narlock was tasked with submitting the following two required volunteer lists: (1) the list of 10 volunteers to SMSgt Blalock of HR Central ( anthony.blalock@us.af.mil ) on the specified Excel document; and (2) the signatures of the 10 volunteers certifying the reading of food handling procedures to Base Public Health ( Jose.Devora_ramirez@us.af.mil ). Base Public Health will return the approved list for the Crew to post in each stand.

C. Bowl-a-thon, Mar 2016: Sharon Strawn made reservations for 1:30 PM, Sat, 12 Mar 16, at Leopard Lanes. Eight bowler pledge sheets were distributed and Secretary is trying to contact the Laski Family for additional bowlers.

F. Volunteer Recruitment in Bellevue: The pancake breakfast with the Confirmation students at Capehart Chapel will be held from 7 AM to 12:30 PM, Sun, 14 Feb 16. Now only four (4) Crew members have volunteered to work this event. Confirmation students will be requested to provide baked goods. George and Ron will be making a commissary run for supplies at 9 AM, Sat, 13 Feb 16. The Secretary will ensure that we have access to the Chapel at 7 AM on 14 Feb 16.
G. 2016 Deployment (work starts on 2 Jun 16): Harry Wallace, our Good Shepherd Chapel point-of-contact, identified the Hoyt and Regina Gibson Family to receive the 2nd home for this year‘s deployment. The Gibson Family currently live in old house in Whitley City. Floor plans for the Moore and Gibson homes will both be 3-BR’s but with different orientations. Currently, 32 volunteers (28 men and 4 women) have been identified for this year’s deployment. The Crew list was passed around for review.
H. Annual Letter to Donors: The Secretary had 75 copies printed at the UPS Store at a cost of $16.20.
I. Build 2nd Home in June 2016 with anticipated $76K Estate Gift from VA: Per the request of Harry Wallace, advance payments of $20,000 for each of the 2 homes were sent the Good Shepherd Chapel Outreach and received by Kay Morrow on 12 Jan 16. The estate gift from Nora Sinclitico of VA of $76,844.26 and $740.00 in regular collections was received on 12 Jan 16, from the Church of the Nativity of Burke, VA . Expenses for each home will be maintained separately for historical purposes.

B. Combined Federal Campaign: The CFC of the Midlands recommended that we apply in the CFC geographical area which includes McCreary County, KY, where the Crew does its work. The Secretary applied and received the 2016 application from the Indiana, Kentucky, Southwest Ohio CFC (CFC 0283). IRS Form 990 with specific CFC instructions were provided to the Treasurer. The Secretary will complete and submit the application which is due on 4 Mar 16.

F. Volunteer Recruitment in Bellevue: Peggy Hoffman will provide access to the Capehart Chapel for the pancake breakfast at 7 AM on Sun, 14 Feb 16. The Confirmation Class will be divided into three 7-student shifts. We will be wearing Crew shirts and hats. Rick Narlock will be the meat griller. The Secretary and Finance Director will make a Commissary run for supplies at 9 AM, Sat, 13 Feb 16.
G. 2016 Deployment (work starts on 2 Jun 16): Floor plans for the Moore and Gibson homes were approved by the families on 31 Jan 16. The Gibson Family requested a space of a dishwasher which will eliminate the 4-drawer base cabinet. The existing trailer/house has been removed from the Gibson lot and the family has moved to an apartment. The onsite Crew list now stands at 33 volunteers (29 men and 4 women). The Construction Director is concerned about overloading the trailer which will include double 5X7 scaffolding and crew materials. The Assistant Cook is planning to rent a van for hauling the food and kitchen equipment. The following additional equipment is planned to the deployment: drywall sander (bought and reimbursed to Jim Karr), Two siding nailers (to be bought and reimbursed to Gary Piper); one back-up roofing nailer, a 2nd palm nailer, 8 scaffolding feet and 5 planks, and 6 storage totes (to bought and reimbursed to the Construction Director). The Cook requested and received Board approval for the Crew to buy a small chest freezer for storing Crew food. The Construction Director requested that the President start looking for 2 over-the-stove microwaves. The Board approved adding a dishwasher to the possible appliances for the Crew to buy for the Gibson Family.
H. 2015 IRS Forms provided to the Treasurer: IRS Form 990-EZ is due on 15 May 16.
I. Build 2nd Home in June 2016, due to Estate Gift from Nora Sinclitico of VA ($76,844.26): The Secretary corrected a previous requirement that IRS Form 990-EZ can be still be used for 2016, as long as our annual total revenue does not exceed $200,000.

A. Ridenour Family (2013): Grandmother Gladys Head, the chief caregiver of the two grandchildren, has died of cancer. The Secretary requested that Good Shepherd Chapel Treasurer Kay Morrow monitor the situation to ensure that the two grandchildren do not lose their home when the house deed is transferred from Gladys Head’s estate.
B. NE Department of Labor (Jean Shafer, 402-471-9952): The President and the Secretary both received inquiries from the NDOL about a George Cooper fraudulently trying to set up an employee account in the name of the Appalachian Construction Crew. Since George Copper is not part of the Crew and we have now employees, the account wes not established by the NDOL.

5. Finance Director’s Report: With the Finance Director position vacate, the Secretary discussed the following:
A. Cans for 2 X 4’s: One attendee brought cans.
B. Papillion Pizza Ranch Raffle: A total of 261 tickets were sold for a revenue of $1,305, which is the 3rd highest raffle total. Fifteen attendees were at the drawing on 19 Nov 15, at Pizza Ranch. The Secretary sent a thank you letter to the Pizza Ranch manager.
C. Church of Nativity, Burke, VA Designated Offering, Jan 2016: Bob Corsi indicated that the offering will be held on the weekend of 9-10 Jan 16.
D. Bowl-a-thon, Mar 2016: Possible proposed dates for this event were 5, 12 and 19 Mar 16. Ron Strawn will ask Sharon to make reservations at Leopard Lanes. Pledge sheets are planned to be distributed at the next meeting.

H. Annual Letter to Donors: The Secretary provided a draft of this annual letter for review and will have the UPS Store print 75 copies.
7. New Business:
A. Build 2nd Home in June 2016 with anticipated $76K Estate Gift from VA: At the begin of the discussion, Vice-President Marcel Moreau proposed that instead of building a 2nd home, that the offering at Church of the Nativity not be held this year. The Construction Director did not think Bob Corsi would agree to this proposal. The following areas were covered for building a 2nd home in June 2016:
(1) Financial:
(a) With $76K estate gift known, Bob needs to indicate that ACC is building 2nd Home at VA Offering on 9-10 Jan 16.
(b) $76K gift and VA offering need arrive on separate checks and significantly before deployment. (No legal estate tie-ups.)
(c) Bob needs to provide the name of family estate for our tax return.
(d) $100K limit in revenue will be exceeded, requiring going to the longer IRS Form 990 (rather than the 990-EZ)
(e) Even with building the 2nd Home, the surplus will still grow.
(f) Good Shepherd Chapel needs to maintain separate account for each home.
(g) Advance payment to Harry for material ordering will at least double.
(2) Crew Volunteers:
(a) Some increases in crew sizes may be needed but we did two homes in 2007, with 28 total volunteers.
(b) Building Crew will need to stay until at least the end of 2nd week (11 Jun).
(c) Supplementing Crew with local KY volunteers would help, particularly with the 2nd Home finishing in the 3rd week.
(3) Floor Plans: Develop 2 separate plans based on home orientation and family desires.
(4) Bill of Materials: Develop to 2 separate lists for Bellevue materials, Lumber King and Lowe’s in Somerset.
(5) Berthing at St. Joe‘s:
(a) Could exceed the 30-bed limit of St. Joe’s Inn with sleeping bags at times.
(b) Extend reservation from Wed, 15 Jun to Wed, 22 Jun for 2nd Home Finish Crew.
(6) Food:
(a) Extend Food Crew to the end of the 2nd week (11 Jun).
(b) Extend menu plan to 11 Jun.
(c) May need to increase budget.
(d) Still do one dinner with both families and Crew on the night of Tues, 7 Jun.
(7) Building Schedules and Site Locations:
(a) Two home sites need to be in same general area for easy personnel transfers.
(b) Harry and his crew need two build two foundation/floors by June 2016.
(c) ACC frames and encloses 1st Home for Monday Rough-in inspection on 6 Jun.
(d) ACC finishes 1st Home while 2nd Home is framed and enclosed for Monday Rough-in inspection on 13 Jun.
(e) Plumbing, electrical and HVAC subcontractors need to meet both Monday Rough-in inspections dates.
(f) 2nd Finish Crew volunteers show up on Tues, 14 Jun to finish 2nd Home thru 22 Jun with local KY volunteers.

A. Build 2nd Home in June 2016 with anticipated $76K Estate Gift from VA (Cont): Based on the above discussion,
the Construction Director will discuss building a 2nd home further with Bob Corsi.

3. The minutes of the meetings held on 13 October 2015, were approved.
4. Treasurer’s Report: Treasurer Janelle Smith provided that following status to the Secretary: Great Western Checking Account: $23,210.76; Fidelity Money Market: $44, 211.42; Progress on 2016 Fundraising Goal of $55,000 is less than 1%.
5. Finance Director’s Report: With the Finance Director position vacate, the Secretary discussed the following:
A. Cans for 2 X 4’s: No new developments.
B. Papillion Pizza Ranch Raffle: Ticket distribution now stands at 250 of the 292 tickets printed. The Secretary sold 13 tickets at the Harlan No Frills from 10 AM to 2 PM, on Sat, 24 Oct 15, and received $249.87, in public donations. The article on the raffle was in the 21 Oct edition of the Bellevue Leader. 134 tickets stubs and $670 were turned in at the meeting. Ron Strawn will make reservations for a dozen Crew members for the drawing and dinner at Pizza Ranch at 6 PM, on Thurs, 19 Oct 15. With tickets still outstanding, sales are projected to exceed 200.

E. Offutt Catholic Chapel Designated Offering, Jan 2016: No new developments.

6. Old Business:
A. Update of Membership Roster: No updates made.
B. Combined Federal Campaign: The 3rd automatic quarterly bank deposit of $1,074.17 was received on 2 Nov 15.
C. VA Connection (Bob Corsi): No new developments.
D. Crew Website ( http://www.accrew.org ): No new developments.
E. Colorado (CO) Connection (Gary Piper): No new developments.
F. Volunteer Recruitment in Bellevue: The pancake breakfast with the Confirmation students at Capehart Chapel will be held from 7 AM to 12:30 PM, Sun, 14 Feb 16. Five (5) Crew members volunteered to work this event.
G. 2015 Deployment (work starts on 5 Jun 15): Still await the final family selection from Harry Wallace, our Good Shepherd Chapel point-of-contact.
H. Finance Director Vacancy: We are still looking for a volunteer for this Board position.
7. New Business:
A. Annual Letter to Donors: The Secretary will prepare a draft of this annual letter, by the next meeting, for review.
